The institutional funding are the obligations of the founder towards public research and infrastructural institutes. Through these, the Agency covers the fixed operating costs of the research or infrastructural activities of these institutions.

The covering of costs under the founder's obligations comprises: administrative costs, fixed operating costs, and the fixed costs of maintaining and repairing property and equipment.
