Memorandum of Understanding on Scientific Cooperation between The Ministry of Science, Education and Sport of the Republic of Slovenia and The Japan Society for the Promotion of Science (2001)

The Ministry of Science, Education and Sport of the Republic of Slovenia and the Japan Society for the Promotion of Science (hereinafter referred to as MESS and JSPS, respectively), with a view to developing the premises of cooperation, have agreed as follows:

Article 1

The MESS and the JSPS will, on the basis of equality and mutual benefit, promote scientific cooperation between Slovene and Japanese scientists who are affiliated with universities or research institutes in the respective countries. The cooperation will be carried out through the exchange of scientists who will be at post-doctoral or higher level in all fields of the humanities and the social and natural sciences. The cooperation may also be carried out through joint seminars and joint research projects.

Article 2

The scientific cooperation will be carried out for the following purposes: closer contact between Slovene and Japanese scientists, exchange of ideas and information, delivery of lectures, and joint research work.

Article 3

For the exchange of scientists, the number and length of such exchanges by each party will be as follows:

  • Short-term visit
    180 man-days (14 – 60 days) per year
  • Long-term visit
    10 man-months (3 to 10 months) per year

Two months of long-term quotas may be converted into one month of short-term quotas and vice versa.

Article 4

For the exchange of scientists, the sending side will nominate the candidates and propose them to the receiving side. The receiving side will notify the sending side whether or not the candidates are acceptable.

Article 5

For the exchange of scientists, the sending side will pay the cost of international transportation between the two countries and the receiving side will provide a maintenance allowance, the cost of travel inside the country, and medical care for illness or accident.

Article 6

The details of the procedural and financial arrangements and any other necessary matters concerning the implementation of this Memorandum of Understanding are provided in the Details for Implementation, which are constituent part of this Memorandum.

Article 7

MESS and JSPS will encourage scientific cooperation between the scientists of both countries beyond the framework provided in Article 3.

Article 8

Changes or supplements to this Memorandum of Understanding shall be proposed either in writing through an exchange of letters or at meetings between MESS and JSPS, and will be adopted only upon mutual consent.

Article 9

This Memorandum of Understanding shall become effective from the date of its signing and will continue to be valid for indefinite time. Either party can notify the other of its intention to terminate it, in which case any existing programs will be brought to an ordinary conclusion. This notification shall be made at least one year in advance of the termination.

Article 10

This Memorandum of Understanding replaces the former Memorandum of Understanding signed on December 16, 1998 which is considered null and void.

Details for Implementation of The Memorandum of Understanding on Scientific Cooperation between The Ministry of Education, Science and Sport of the Republic of Slovenia and The Japan Society for the Promotion of Science

In accordance with the provision of Article 6 of the Memorandum of Understanding on Scientific Cooperation between the Ministry of Education, Science and Sport of the Republic of Slovenia and the Japan Society for the Promotion of Science (hereinafter referred to as MESS and JSPS, respectively), the Details for Implementation have been agreed upon as follows:

1. Exchange of Scientists

I. Procedure

  1. The sending side will nominate candidates for exchange at least 3 months in advance of the proposed date of visit.
  2. In making the nominations, the sending side will provide the receiving side with the following data on each candidate:
  • Curriculum vitae and list of publications
  • Name and affiliation of collaborating scientists in receiving country including relevant correspondence
  • Detailed plan of visit
  1. The receiving side will send its acceptance notice to the sending side at least 2 months in advance of the proposed date of visit.
  2. The sending side will then communicate the arrival details, including the exact date of arrival, the flight number, and the airport of disembarkation, at least 2 weeks in advance.
  3. The receiving side will arrange an initial contact at the airport of disembarkation, if necessary.

II. Financial Support

MESS will provide financial support as follows:

For Japanese scientists

  1. Short-term visitors
  • Maintenance allowance to cover the cost of meals, commutation and incidentals: per diem allowance in accordance with existing Slovene regulations (approximately 25 US$ per day in Slovene Tolars)
  • Housing subsidy: the actual costs of guest house/hotel accommodation
  • Supplementary allowances to cover domestic travel for research at actual cost
  • Cost of medical and accident insurance (any pre-existing illness will not be covered)
  1. Long-term visitors
  • Maintenance allowance to cover the cost of meals, commutation and incidentals: 400 US$ per month in Slovene Tolars
  • Supplementary allowances to cover domestic travel for research at actual cost
  • Research expenses: 200 US$ in Slovene Tolars
  • Housing subsidy: the actual costs of guest house accommodation
  • Cost of medical and accident insurance (any pre-existing illness will not be covered)


For Slovene scientists

  1. International transportation between the two countries.
  2. JSPS will provide financial support as follows:


For Slovene scientists

  1. Short-term visitors
  • Maintenance allowance to cover the cost of accommodations, meals, commutation and incidentals: Y18,000/day
  • Supplementary allowances to cover domestic travel for research: Y100,000.
  • Cost of medical and accident insurance (any pre-existing illness will not be covered)
  1. Long-term visitors
  • Maintenance allowance to cover the cost of meals, commutation and incidentals:
    Y300,000/month for senior scientists (6 year or more after receipt of Ph.D.)
    Y270,000/month for junior scientists
  • Supplementary allowances to cover domestic travel for research: Y100,000
  •  
  • Research expenses: Y40,000
  • Housing subsidy: Y72,000 per month
  • Cost of medical and accident insurance (any pre-existing illness will not be covered)


For Japanese scientists

  1. International transportation between the two countries.

III. JSPS Postdoctoral Fellowship for Slovene Researchers

In accordance with Article 7 of the Memorandum of Understanding on Scientific Cooperation, JSPS invites MESS to nominate three Slovene candidates annually to be postdoctoral researchers under the JSPS Postdoctoral Fellowship for Foreign Researchers program.

IV. Other Matters on the Exchange of Scientists

  1. The annual quota for visiting scientists will be counted according to the fiscal year of the sending side: that is from January 1 to December 31 for MESS and from April 1 to March 31 of the following year for JSPS.
  2. Any remaining quota for scientist exchange in one fiscal year will not be carried over to the next fiscal year.
  3. The visiting scientists are required to conduct research in those universities or research institutes which are authorized by the hosting side: namely, those which come under the supervision of MESS for visitors to Slovenia and those which come under the supervision of the Japanese Ministry of Education, Culture, Sports, Science and Technology for visitors to Japan.
  4. The proposed visitor is required to have made prior contact and arrangements regarding the visit with his/her prospective host scientist or institution in the receiving country.
  5. Visiting scientists are required to possess sufficient speaking/writing ability in either English or the language of the receiving country.
  1. Joint Seminars and Joint Research Projects
  1. MESS and JSPS will support joint seminars or joint research projects on specific subjects, when they are proposed by either MESS or JSPS and adopted upon mutual consent.
  2. Arrangements for joint seminars will be as follows:
  • Joint seminars will be meetings, with the participation of scientists from both countries, held on small scale, the duration of which is not to exceed one week. These seminars may be open to observers.
  • The sending side will cover the overseas air fares and daily maintenance allowance of the participants from its country, and the hosting side will cover the domestic travel expenses of the participants of its own country and other costs related to holding the seminar.
  1. Arrangements for joint research projects will be as follows:
  • Joint research projects will be conducted with the participation of scientists from both countries, the duration of which will normally be two years.
  • Each side will cover the costs of the participants from its own country including their overseas air fares, daily maintenance allowances, and a limited amount of research expenses.

Amendments to the Details for Implementation may be proposed by either MESS or JSPS. Such amendments will become effective when MESS and JSPS have mutually agreed upon them.

The present Details for Implementation remain valid during the effective period of the Memorandum of Understanding on Scientific Cooperation between MESS and JSPS.
